Passes and permits are a reality of hiking in Washington, and though they serve two different purposes, they both exist to ensure a quality experience when hiking and recreating in the outdoors. Passes allow you to park at a trailhead or drive into a national park and these are likely the only you will need during your stay unless you are planning an overnight backpacking trip.
